My ongoing debate with myself
Let's consider:
- competence
If the user needs a high degree of competence to leverage on ICT for learning, then it is exclusive.
A less competent user would have to gain competence in ICT first before he/she can use ICT in a way that enhances and engages his/her cognitive ability.
- sharing and protection
- mobility and accessibility
